In a document of no more than two A4 pages, give your answer to the following question:

Suitability to succeed under the Agricultural Holdings Act 1986 - setting the bar too high?

Schedule 3, paragraph 17 of the Agriculture Bill proposes a significant change to the suitability test for applicants for succession to a tenancy under the Agriculture Holdings Act 1986. The new

test, the detail of which will be set out in due course in regulations made by the Secretary of State, will need to ".................... relate to the person's likely capacity to farm the holding commercially to high standards of efficient production and care for the environment .......".

In not more than two sides of typed A4 set out what you believe will be the likely consequences of this change and whether you consider it to be good for agriculture in England and Wales or a mistake.
